    The Committee on Education moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for House Bill No. 4236--A Bill to amend and reenact §18A-2-12 of the Code of West Virginia, 1931, as amended; and to amend said code by adding thereto a new article, designated §18A-3C-1, §18A-3C-2 and §18A-3C-3, all relating to creating a comprehensive infrastructure that routinely supports a continuous process for improving teaching and learning; requiring state board rule for evaluating the performance of professional personnel each year; defining professional personnel for certain purposes; requiring process adopted for evaluating the performance of classroom teachers to incorporate certain components; requiring process adopted for evaluating the performance of principals and assistant principals to include certain components; setting forth the purposes the evaluations of the performance of professional personnel must serve; requiring rule to include standards for performance, criteria for determining whether standards are met, guidance on best practices for providing time within the school day for teachers to participate in certain activities and provisions for written improvement plans; setting forth process for professional person whose performance is considered unsatisfactory; requiring the state board to publish guidelines on the design and implementation of a comprehensive system of support for improving professional practice; providing that a county board is not eligible to receive state funding appropriated for the purposes of any provision of law related to beginning teacher internships and mentor teachers unless certain conditions relating to a plan for implementation of a comprehensive system of support for improving professional practice are satisfied; setting forth what the plan must address; providing that certain appropriation only be expended by county boards to accomplish the activities set forth in their plan; providing that no specific level of compensation is guaranteed for service or employment as a mentor; providing that service or employment is not subject to provisions governing extra duty contracts; requiring state board report to the Legislative Oversight Commission on Education Accountability; and requiring commission to review progress of the implementation.
